Tracks the coily -> ward -> ward-kdl consolidation (epic coilyco-flight-deck/ward#91).

coily (operator CLI) merges into ward (contributor CLI) wholesale, and ward's verbs are re-expressed as ward-kdl (KDL-declared verbs run by a generic runtime) instead of hand-rolled Go.

This milestone holds this repo's slice of that arc: one issue per feature/surface that must move. The sibling milestone in the other repo holds the other half. Forgejo milestones are per-repo, so the epic spans two milestones with the same name.
