Bump the cli-guard driver REF to a build that prunes the spec lock (coilyco-flight-deck/cli-guard#134) and stores goMod as a line array (coilyco-flight-deck/cli-guard#135), then re-lock.

Result:

forgejo.swagger.lock.json: 828836 -> 110618 bytes (only the 40 granted operations + their transitive $ref schemas, not the full upstream Swagger dump).
specverb.lock: schema v2, goMod now a diff-reviewable line array.

REF pinned to the cli-guard commit per the consumer-pins-a-commit-until-v1.0.0 contract.
