ward pkg package-manager passthroughs (cmd/ward/pkg.go) are hand-rolled Go. Re-express as a ward-kdl exec-dialect guardfile, keeping the cli-guard sandbox jail / grandchild enforcement.

Part of the coily -> ward -> ward-kdl consolidation. Epic: #91. Milestone: ward-side "coily to ward to ward-kdl consolidation".
