ward doctor (cmd/ward/doctor.go, doctor_probes.go) is hand-rolled diagnostics. Decide whether it becomes a ward-kdl complex action or is ratified as Go that stays (like exec/hook/dispatch). Document the boundary: what is ward-kdl-declarable vs what stays native Go.

Part of the coily -> ward -> ward-kdl consolidation. Epic: #91. Milestone: ward-side "coily to ward to ward-kdl consolidation".

DECISION - ward doctor is ratified as native Go (like exec/hook). Deliverable narrows to: document the ward-kdl-declarable vs native-Go boundary, then close. Flipped headless. Recorded by Claude Code (Fable) during the 2026-07-01 ward launch triage session with Kai.
