What

Grant the label and milestone groups in ward-kdl's guardfile (5 sentences each: read / list / create / edit / delete), re-lock against cli-guard v0.7.0, and commit the regenerated surface reference.

Why

First production fan-out of the all-scalar straight-shot path: both groups mount purely from expansion-table rows (cli-guard side: coilyco-flight-deck/cli-guard#125) plus these guardfile sentences - no hand-written Go, no new engine code. 14 verbs mount total (orgs 4 + labels 5 + milestones 5).

Part of the forgejo-surface migration (#75); groundwork for the issues batch already sketched in the guardfile comments.

Verified

Dry-run parity: label create resolves POST /repos/{owner}/{repo}/labels with required name+color body; milestone edit resolves sparse PATCH /repos/{owner}/{repo}/milestones/{id}. Built via specverb-gen lock+build.
