Grant the second fan-out on cli-guard v0.9.0 (coilyco-flight-deck/cli-guard#128): releases (read/list/create/edit/delete), repos batch 2 (list via search, sparse edit, fork, archive/unarchive boolean toggles), pulls read-only (view/list - create stays policy-disabled), and actions tasks (list). 35 verbs mount.

Verified

Dry-run: repo archive resolves PATCH /repos/{owner}/{repo} with body {"archived": true} (typed boolean), byte-identical to coily's hand-written archive verb.
Live reads: release list returned cli-guard's real tags; pr list and task list returned live results.

Part of #75. Remaining after this: issue-label trio (name->id), release upload-asset (multipart), actions task logs (job-walk), admin/doctor (kubectl-exec transport).
