The ward-kdl forgejo guardfile (cmd/ward-kdl/ward-kdl.forgejo.guardfile.kdl) now declares all 40 verbs (#75), but the live ward binary still carries the hand-rolled cmd/ward/forgejo_issue.go path. Cut the binary over to the guardfile runtime and delete the legacy Go leaf.

Part of the coily -> ward -> ward-kdl consolidation. Epic: #91. Milestone: ward-side "coily to ward to ward-kdl consolidation".
