Problem

PR ward#997 improves salvage diagnostics for ward#993, but review blocked it because it does not satisfy the landing-path half of the issue contract.

Review finding:

The change classifies residual work only after the reaper is already salvaging it. ward#993 asks for Goose work that modifies files to get a deterministic same-repo closing commit before teardown, or otherwise a clearer failure. This patch improves the clearer-failure branch, but it does not change the seed prompt, harness wrapper, or reaper path so a repeat of the infrastructure#523 shape would land with closes #523.

Live PR status was also red for head f802b5ef924869f6f0eb337d7da722975d8f904d:

  • A Goose engineer run that modifies files on a same-repo issue has a deterministic successful path that creates a commit with closes #N or equivalent before teardown.
  • Residual dirty work without a valid close trailer still fails closed.

  • A test or broker-level fixture covers the normal successful Goose modified-files path, not only salvage-message rendering.
  • PR ward#997 is updated or replaced so ward#993 can close only when both the landing path and diagnostics are covered.
