Problem

ward#998 is still open and reserved, but its replacement PR ward#1002 closed unmerged after a blocking review.

Current evidence from the director surface on 2026-07-10 UTC:

  • PR ward#1002 targeted closes #998 and attempted the dirty-only Goose residual landing path.
  • The PR head bc64395637c73e85392081f5802c972adae64101 reported test / test (pull_request)=failure, target /coilyco-flight-deck/ward/actions/runs/1610/jobs/0, description Failing after 19s.
  • Review blocked the PR on that red required check: #1002 (comment)
  • PR ward#1002 is now closed with merged=false.
  • The original ward#998 issue still has only the reservation comments, so the in-flight worker will not receive the correction through issue comments.

This leaves the Goose residual landing path unresolved. The patch direction looked useful, but the failed check and closed-unmerged PR mean ward#998 cannot close from that attempt.

Do

  • Inspect why PR ward#1002 failed run 1610 and closed unmerged.
  • Produce a replacement fix for ward#998 that keeps the dirty-only Goose residual landing path and diagnostic distinction.
  • Preserve the normal-success fixture proving a dirty-only same-repo Goose run gets a closing commit before teardown.
  • Keep residual dirty work without a valid close trailer fail-closed.

Post-mortem — closed in the 2026-07-10 ward pileup cleanup. Root cause: a Codex director in /goal (slash-goal) mode hammered the goal criteria hard enough to spin off the rails, mass-dispatching engineers with no backpressure, producing ~30 PRs that jammed the merge queue. Prevention now owned by ward#1069 (anti-churn epic), ward#1073 (open-PR backpressure gate, default 6, broker + pre-flight), aos#450 (codex binary + director model upgrade).

PR#1054 restored the deleted .ward/ward-kdl bundle (~6606 lines / 25 files) — same forbidden #1009 shortcut. Closed. Re-cut clean off current post-#1009 main with the hard constraint: do NOT restore .ward/ward-kdl, fix the consumer code. Deferred until ward's open-PR count drops under the backpressure cap (currently 18) — draining before opening new fronts, per ward#1073.
