Closing this PR as superseded by ward#1014. The director merge lane reports this PR as non-mergeable against current main, and ward#1014 is already running as the replacement landing fix for the same WARD_CONFIG_REF / coilyco bundle bootstrap blocker. The branch remains available as reference for that replacement.
