Problem

ward#1000 produced PR ward#1012 for the coilyco config-bundle bootstrap fix, but the director merge lane cannot merge it.

Live evidence from the read-only director surface on 2026-07-10 UTC:

This leaves the WARD_CONFIG_REF / coilyco bundle bootstrap blocker unresolved for the infrastructure#520 first-run loop.
