Make ward exec repo verbs use the coilyco config bundle in ward containers #1000

Problem

While working on PR ward#997, the worker reported:

ward exec test still fails in this container. cmd/ward/setup_test.go and cmd/ward/smartdefaults_test.go report that WARD_CONFIG_REF stays at the baked neutral default instead of pointing at the coilyco bundle for coilyco-flight-deck/ward.

That means repo-local ward exec test inside a ward engineer container is not seeing the coilyco WARD_CONFIG_REF bundle. The result is a confusing test failure that looks like a code regression but is actually config-source bootstrap drift.

Acceptance criteria

  • In a ward engineer container for coilyco-flight-deck/ward, ward exec test sees the intended coilyco config bundle, not the baked neutral default.
  • The relevant setup/smart-defaults tests pass without an inline WARD_CONFIG_REF=... override.
  • If the coilyco bundle cannot be resolved, the error names the missing config source instead of silently using neutral defaults.
  • The fix does not make external/neutral ward users depend on coilyco config.
  • PR ward#997 or its replacement can run the repo test gate without this config-source false failure.

Post-mortem (director surface): PR #1066 for this issue was closed. It reintroduced .ward/ward-kdl/ specgen bundle files, which ward#1009 deleted and forbids restoring. This issue stays open. When the ward open-PR queue is under the backpressure threshold (6), re-cut a clean fix off current main that touches CONSUMER CODE ONLY and never restores .ward/ward-kdl/.
