Adds the CEO capability surface for Kai's real project portfolio. The role routes strategic planning through Hermes, gains bounded Forgejo governance without live remediation, and carries generated context-budget baselines. Validation: all projection checks pass, 53 affected Python tests pass, harness-board Go tests pass, Go vet passes, and pre-commit passes apart from separately verified host-only skips. Closes #741.
