Follow-up to #742.

Add three CEO-only role-composed methods:

tooling-ceo-oss-stewardship for upstream, fork, publish, retire, governance, and maintainer-sustainability decisions.
tooling-ceo-platform-strategy for platform-as-product investment, boundaries, adoption, leverage, and stop conditions.
tooling-ceo-developer-tool-adoption for developer workflow wedges, trust, integration cost, distribution, and durable adoption.

Acceptance evidence:

The CEO allowlist selects all three sources and no unrelated role receives them.
Each source has a narrow trigger, a specialist behavior delta, an output contract, and an evaluation target.
Role-composition docs and the feature inventory describe the new CEO surface.
Repository validation passes.
