Headless engineer lane: the queue wait first
The sirens-echo headless engineer burn-down, 19 issues at P1 and P2, defined and ordered in #1095.
Zero P0s remain after the 2026-08-22 re-baseline closed five demo-era P0s as delivered. Their measurements survive in #1094.
- The queue wait - #995. Ranked first on measurement: the load test in the closed #1010 found POST /v1/turn p50 at 42.0s against community.turn p50 at 10.4s, so roughly 32 of a caller's 42 seconds is waiting for an execution slot rather than doing work. Everything else in this lane is smaller than that.
- The harness cannot tell its own failures apart - #992, #989, #930, then #1083 last since #995 may reshape it.
- Eval integrity - #1012, promoted above its P2 label. The runtime image ships eval material into the agent's cwd, which makes any evaluation run there unfalsifiable rather than merely optimistic.
- Work the harness is wasting - #940, #577, #838. Promote #838 into phase 1 if CI is what gates this lane's own merge rate.
- Correctness and robustness - #959, #137, #973, #945. The date gate on #945 has passed, so confirm the precondition rather than assuming it.
- Capability tail - #1032, #964, #988, #951, #1029, #996. Check #996 and #1029 for merge before working both.
Membership is re-derivable rather than hand-maintained. Re-run the label query in #1095.
