The librarian-flavor follow-up Kai asked for beside #1067: when a tool round is a skills.read_skill call, the progress line narrates > 📖 consulting the catalogue... instead of calling a tool, and the wait column inherits the phrase (still consulting the catalogue 19 seconds). Any other server keeps the existing phrase.

One new phrase constant with a 📖 decoration, a toolStagePhrase selector at the single stage-report call site, the progress doc's stage list updated, and the new phrase added to both stage-enumeration tests plus a dedicated rendering test pinning > 📖 consulting the catalogue...`` inside the notice shape. just test and the full pre-commit suite are green.

The tool-round stage phrase now says what the round is: a skills.read_skill
call renders '> 📖 consulting the catalogue...' on the progress line, any
other server keeps 'calling a tool'. The wait narration inherits it, so a
slow read says 'still consulting the catalogue 19 seconds'. Both stage
enumeration tests carry the new phrase.
