Part of coilysiren/inbox#374, the fleet documentation-band migration.

Declares the small band and adopts the managed pre-commit suite.

Blocked on agentic-os#1110. profile/README.md is the organisation front page both forges render, and it is over the small per-doc cap and fails the module-README shape. The fix is the ORG_PROFILE_README exemption on aos/claude/aw85-skill-size-owner in agentic-os, which also teaches the workspace walker to see a repo named .github at all. This branch is clean against that checker and red against the released one, so it needs #1110 merged and an aos-precommit-v* release before the pin here can resolve.

chore: adopt the managed pre-commit suite and declare the small band 9b3ee2fe4c

Applied by agentic-os scripts/apply-agentic-os-hooks.py at
aos-precommit-v0.24.0. This repo had never received the managed block at all,
because iter_workspace_repos skipped every dotted name and so could not see a
repo literally named .github. Fixed upstream in the same change.

Everything this repo owns is now green: the trifecta carries its See also
sections and the ten standard AGENTS headings, CLAUDE.md bridges to AGENTS.md,
and .ward/ward.yaml carries its catalog block.

Held on a branch rather than main for one reason: profile/README.md is the
organization landing page both forges render, and the hook currently holds it to
the 3-non-blank-line module-README signage rule, whose remedy is to move the
body into docs/ and blank the page. The exemption is on the agentic-os branch
with the walker fix. This lands green once that ships in a release and the pin
picks it up.
