Adds a brief comment explaining why the PR workflow evaluates feedback from both the linked issue and the pull request. This is a comment-only clarification with no runtime or public API change.

  • What changed: added one code comment in cmd/ward/human_feedback.go.
  • Why: makes the cross-thread feedback gate easier to understand.
  • Tests: ward exec --audit-override-dirty test passed.
