Recovered the release repair from #1409 onto current main after the #1410 digest lookup fix.

  • Keeps the Scoop bump best-effort so a missing token or bucket push does not block the Forgejo release.
  • Keeps the release-API sidecar lookup for .sha256 assets, so the digest fix remains intact.
  • Updates the release contract test and docs to match the merged behavior.

Test/CI:

  • go test ./...
  • pre-commit hooks passed on commit
