Define broker and pre-flight check placement matrix

Document the broker-time vs pre-flight check placement so the launch guards are explicit and the drift-prone ones are called out as duplicated on purpose. The new matrix page is linked from the agent lifecycle, broker, preflight, and docs index surfaces so the contract is easy to find from the normal ward docs path.

Adds docs/agent-check-placement.md with the current broker-only, pre-flight-only, and both-layer guard matrix.
Cross-links the matrix from the agent entry, lifecycle, broker, preflight, and docs index pages.
Keeps the driftable guards named as queue-time drift defenses for reservations, PR pressure, branch state, and capacity.
Tests: go test ./cmd/ward/...
Review gate intentionally skipped in-container because the temporary ward default pending brokered QA applies here.
