Problem

Post-merge promote run 8505 / repository run #2235 failed after PR #1404 merged for issue #1334. Current run evidence:

run 8505 (#2235) failure promote.yml push main "Define broker and pre-flight check placement matrix (#1404)"

PR #1404 is already merged and issue #1334 is closed, so this needs its own recovery trail instead of disappearing into the closed issue.

Acceptance

Inspect the failed promote run for PR #1404 / issue #1334.
If the failure is transient, retrigger the supported promote path.
If the failure is real, repair it with a focused change.
Leave final evidence showing promote/release green or the exact remaining blocker.

DISPATCH-DEFERRED: capacity blocked. Attempted warded engineer coilyco-flight-deck/ward#1406 --harness codex --workflow pull-request-and-merge from the director surface. Ward rejected the launch because the repository already has 3 active engineers at its limit of 3. No override was used. Retry this P1 promote recovery as soon as a slot opens.

Superseded by #1408/#1421 for the original PR #1404 promote repair, and by active #1423 for the remaining post-merge promote failure after that repair. Closing this duplicate trail so the milestone queue has one current owner for the failing promote path.
