Fix stale failed-before-start rows after successful brokered runs.

A drained engineer archive with a terminal success now supersedes the old reservation/dispatch artifact, so ward agent list and dispatch-health stop counting it as a current failed-before-start launch.

  • Added a regression test covering a stale reservation plus failed dispatch artifact that is pruned once a successful drained run is present.
  • Verified with go test ./....
