This change makes human feedback a hard gate for PR landings. If a human comment arrives after the last ward acknowledgement, director merge and native PR reopen/merge stop and post a visible blocked comment instead of silently continuing.

  • Shared classifier for latest human vs ward-authored comments.
  • Director merge and PR reopen/merge now fail closed on stale human feedback.
  • Closed-unmerged PR recovery also blocks on a newer manual close/update snapshot.
  • Focused tests cover the new gating and recovery paths.
