Rebases PR #1332 onto current main so the human-feedback gate stays mergeable.

Supersedes PR #1332 with the same behavior, rebased onto the current base branch to clear the stale Forgejo mergeability state.

  • Preserves the #1275/#1332 human-feedback blocking behavior and tests.
  • Validated with ward exec test.
    ward.workflow: pull-request-and-merge
