Run backend CI/deploy workflow in aos dev-base #36

The dev-base scan found .forgejo/workflows/build-publish-deploy.yml using astral-sh/setup-uv, downloading Docker CLI, and downloading jq at runtime. The pinned aos dev-base image already ships uv, Python, Docker CLI, Node, and jq.

Acceptance criteria:

  • Run the test and deploy jobs in the pinned aos dev-base image where compatible.
  • Remove astral-sh/setup-uv, Docker CLI tarball download, and jq download when dev-base supplies those tools.
  • Keep kubectl handling safe: either keep a bounded kubectl fallback or depend on central dev-base expansion if kubectl is added there.
  • Preserve Docker host resolution, image publish, rollout, and datastore status behavior.

WARD-OUTCOME: done - backend CI/deploy now runs in the pinned aos dev-base image, with only bounded kubectl bootstrap left.
Review gate skipped because --skip-preflight / --no-preflight also skips review.
The edit was smaller than the workflow originally suggested once the pinned image was confirmed. The only fight was the local ward/uv environment, not the workflow itself, so confidence is high. The remaining rough edge is kubectl still being fetched at runtime until the image grows it.
