Implemented an admin-backed Forgejo org-repo bootstrap helper so the GitHub profile mirrors can be created or reconciled even when coilyco-ops only has write access on the org repos.

This makes the mirror bootstrap path explicit, repeatable, and documented next to the new ward command.

  • Adds ward exec forgejo-org-repo-bootstrap
  • Covers create-vs-update behavior with tests
  • Notes the profile mirror use case in the feature inventory
