Allow coilyco-ops to create org repos for GitHub profile mirrors #538

The GitHub-to-Forgejo sync needs to create Forgejo mirrors for the GitHub-canonical profile repos:

  • coilyco-bridge/.github
  • coilyco-flight-deck/.github

Both GitHub repos are active, public, and default to main. Kai confirmed these can exist on Forgejo and should be sweepable as aos substrate repos, while remaining GitHub-canonical.

Current blocker: Forgejo rejects org repo creation for coilyco-ops with HTTP 403: Given user is not allowed to create repository in organization.

The agent verified this is not just a stale token-scope issue by minting a temporary coilyco-ops token with write:organization, write:repository, and read:user scopes. Token attribution returned coilyco-ops, but creating both org repos still failed 403. The temporary token was deleted.

Do not add these repos to docker/dev-base/substrate-image-repos.txt until the Forgejo repos exist, because the dev-base clone step would fail on nonexistent Forgejo repos.

Acceptance:

  • coilyco-ops can create repos in coilyco-bridge and coilyco-flight-deck, or an equivalent operator flow exists.
  • coilyco-bridge/.github and coilyco-flight-deck/.github exist on Forgejo as mirrors of GitHub.
  • agentic-os substrate inventory includes the profile repos only after the mirrors exist.

Update after Kai hand-created the repos:

  • The agent mirrored GitHub refs into coilyco-bridge/.github on Forgejo. Heads and tags match GitHub.
  • The agent mirrored GitHub refs into coilyco-flight-deck/.github on Forgejo. Heads and tags match GitHub. GitHub refs/pull/* were intentionally not mirrored because Forgejo rejects hidden refs.
  • Both Forgejo repos still report private=true and empty descriptions.
  • coilyco-ops can push git refs, but Forgejo rejects repo metadata edits with HTTP 403: user should be an owner or a collaborator with admin write of a repository.
  • An unauthenticated git ls-remote fails for both repos, so adding them to docker/dev-base/substrate-image-repos.txt right now would break the dev-base image clone step.

Remaining admin step: make both Forgejo repos public and either grant coilyco-ops admin on them or set descriptions manually to match GitHub:

  • coilyco-bridge/.github - Profile README for coilyco-bridge
  • coilyco-flight-deck/.github - Profile README for coilyco-flight-deck

After that, the agent can add both repos to the aos substrate inventory.

  • coilyco-ops permissions on both repos are pull=true, push=true, admin=false.
  • Metadata edits still fail with HTTP 403, so org membership is not giving coilyco-ops admin on these repos. It only has write access.
  • The agent opened coilyco-flight-deck/agentic-os#540 to add the public profile mirrors to the aos dev-base substrate seed.

The remaining issue here is the org/team permission shape: coilyco-ops needs admin if agents should manage repo metadata for hand-created org repos.
