This adds specverb fetch mirrors in .ward/guardfile.forgejo.kdl for the dead Forgejo Actions API log and rerun routes documented in #473. PR #529 already landed the live web UI helper, so this follows the new fetch direction without changing the working workaround surface.

Adds ward ops forgejo fetch mirrors for the dead log/rerun API routes.
Updates the Forgejo bundle docs and committed reference.
Tests: ward pre-commit-all; ward test -- tests/test_forgejo_actions_logs.py tests/test_forgejo_actions_rerun.py tests/test_forgejo_actions_web.py.
