Implement Forgejo Actions bridges with specverb fetch #530

Problem

agentic-os#473 is already in flight, but Kai added a new direction after that engineer launched: implement the Forgejo Actions log/rerun bridge with specverb fetch. The running engineer will not see that comment because warded runs do not reread issue threads after launch.

Do

  • Use the specverb fetch pattern from cli-guard docs/specverb-fetch.md for the Forgejo Actions bridge work.
  • Apply it to the dead log/rerun bridge surface described in agentic-os#473.
  • Preserve the public-safe guardfile boundary and avoid embedding secrets or host-specific opaque values.
  • Coordinate with or supersede PR #529 only if needed, but do not merge red CI.

Acceptance

  • The bridge implementation follows the specverb fetch direction instead of ad hoc raw web/API calls.
  • The PR has green CI before merge.
  • The issue thread or PR clearly says how this relates to agentic-os#473 and PR #529.
