Adds a "Keep FEATURES.md current" rule to the universal Agent rules in the public-base AGENTS.md.

A change that adds, removes, or materially reshapes a feature updates that repo's docs/FEATURES.md in the same commit, and substantial features get a paired docs/<feature>.md walkthrough. Keeps the README / AGENTS / docs/FEATURES trifecta a living inventory instead of drifting.

Prompted by the ansible subsystem shipping without a FEATURES entry until asked.
