doctrine: require docs/FEATURES.md updates for significant features

FEATURES.md is the living inventory completing the README / AGENTS / docs/FEATURES trifecta, but nothing in the universal doctrine says to keep it current as features ship, so it drifts. Add a "Keep FEATURES.md current" rule to the public-base Agent rules: significant features (new subsystem, verb surface, deploy target, capability) update that repo's docs/FEATURES.md in the same commit; mechanical refactors/bugfixes/dep-bumps do not; pair substantial features with a docs/.md walkthrough.
