Headless engineer lane: toolchain first

The agentic-os headless engineer burn-down, defined and ordered in #1177. The milestone holds 27 workable issues plus the #1177 lane definition itself.

Ordering principle: the run removes the friction that taxes every later hour before it works anything else.

  1. Unblock the toolchain - #1089, #957, #1062, #993, #969. The repo's own guardrails currently obstruct correct work.
  2. The compounding speed win - #1004 alone, then #987. An 11-minute aos-test cycle sets the iteration ceiling for everything after it, so this pays for itself early and pays nothing late.
  3. Fail closed and fail loud - #1032, #1047, #903, #810, #1034, #985. Six issues sharing a shape rather than necessarily a root.
  4. Session and checkout hygiene - #1086, #878, #1084, #1033.
  5. Taxonomy and tooling tail - #1105 first, since it prevents recurrence of the label defect recorded in coilysiren/inbox#391 and pairs with inbox#392. Then #1073, #1028, #994, #1031, #849, #830, #1097, #813, #606.

Held out deliberately: #1101 depends on ward#1660, a cross-repo change outside this lane. It carries the lane labels, so a re-derived query returns it. Leave it out of the milestone.
