Remove the published core image and make every language image a direct Ubuntu descendant while retaining source-level setup reuse.

Acceptance:

The publish and release plans expose no core tier or tag.
Every lang-* target starts from Ubuntu and remains independently buildable.
The full image remains the compatibility fan-in over same-release language images.
Docker build checks, image tests, workflows, dependency bumps, and docs cover the new topology.
