Add the website-owned static image contract that the deploy repository can build from an exact source commit.

Acceptance:

Multi-stage image builds the locked Gatsby site with Node 24 and pnpm.
Unprivileged nginx serves the generated public directory.
Ward exposes image build and configuration smoke checks.
README and FEATURES describe Netlify as apex production and the image as the staging input.
No cluster manifest or rollout concern lands in this application repository.
