AGENTS.md declares the pull-request-and-merge lane and the merge lane doc
covered only the closing reference the merge verb wants. Nothing named how a
seat opens the pull request in the first place.

The consequence was not a missing capability. Forgejo's AGit flow opens one
over the push credential every seat already holds, needing no token, no tea,
and no Ward verb. But an agent that checks ward git, ward exec, ward agent, and
the Forgejo MCP finds no pull request verb anywhere and reasonably concludes
the seat cannot do it. I filed sirens-echo#470 saying exactly that before
finding the transport I had never checked.

Recording the recipe next to the closing-reference rule, because the two rules
meet in one place: the description push option is the pull request body, it
cannot contain a newline, and it is therefore where the closing reference has
to fit.
