a953130, original23d0d80on the now-merged branch).The librarian charter now makes retrieval the first move of every interaction: at least one lookup against whatever sources the runtime grants (MCP servers, indexes, and skill roots alike) before an answer is composed, recall demoted to a hypothesis the lookup checks, and an explicit statement when no reachable source bears on the request. The role purpose line and
docs/sirens-echo-person.mdcarry the same emphasis.Charter body sits at 359 of the 400-word cap. Loader,
role-drift-check,just test, and the full pre-commit suite are green; the selection record is untouched because records carry no bodies. Runtime enforcement of lookup-first stays with the lane eval, noted on #1063.Refs #1063
