Closes #952.

This was applied from the read-only director scratch worktree after repeated headless dispatch attempts failed or were reaped before producing a PR.

Validation run locally in the scratch ward worktree:

  • rg "telegram-alert|coilyco-flight-deck/agentic-os/actions/telegram-alert" .forgejo/workflows .github/workflows returned no matches.
  • python3 scripts/check_workflow_mirror.py passed.
  • pre-commit run --all-files passed.
