Review block: this PR is the right general direction but it bakes Kai/coilyco namespace policy into ward core. In particular, ward proper should not encode coilysiren/* or coilyco-gaming/* authority behavior. Keep the central authority resolver, but move namespace/repo policy into the config layer, with coilyco/Kai defaults living in the aos/coilyco bundle rather than the reusable ward binary. Tracked as #860. This PR should not merge as-is.

Closing this PR from the director queue because PR #862 supersedes it with the config-backed authority policy for #860. This branch also carries the hardcoded namespace-policy regression called out in #860, so it should not remain in the merge queue.
