ward.workflow: pull-request-and-merge

Fixes director-surface dispatch version propagation so an older surface WARD_VERSION does not become an implicit child engineer pin. Preserves explicit --ward-version behavior and downgrade guard, with tests for inherited-vs-explicit surface dispatch and version-source startup output.
