Preserves a full issue URL as the tracker identity through brokered engineer dispatch, while resolving checkout independently from repository policy. Freeform creation and compact refs now use the configured tracker rather than implicitly following the git host.

  • Add split-stack tracker, landing, and mirror policy fields
  • Show tracker/checkout/landing in dispatch print plans
  • Cover Forgejo-tracker/GitHub-checkout forwarding

Tests: ward exec test; ward exec lint
