Brokered engineer forwards now detach at the broker-owned host Ward launch boundary, rather than waiting for container visibility. The dispatch artifact remains the durable recovery surface for all later failures. - Documents broker acceptance, host launch, container visibility, and harness-start milestones. - Pins immediate detach behavior and artifact-backed asynchronous failure reporting. - Tests: `ward exec test`; pre-commit suite passed. closes #1470 ward.workflow: pull-request-and-merge

Details

Make brokered engineer forwards acknowledge broker acceptance and the host Ward launch worker instead of waiting for container visibility. Later visibility and harness failures remain recoverable through the durable dispatch artifact.
