Restores the stable terminal environment used by interactive Codex containers, preventing host terminal rendering settings from corrupting the chat pane across Docker’s PTY boundary.

Keep locale and timezone propagation while isolating TERM/color controls.
Add regression coverage for the generated Docker launch environment.
Tests: ward exec test; commit hooks passed.
