Repair the release path so the configured ward:release image exists before the default points at it, and remove the GitHub-hosted release action dependency.

vendor tag calculation and draft-release creation into repo-owned scripts
publish and verify the ward:release image alias during promote, and verify it during release
update the release docs and contract tests to lock the wiring

Tests:

go test ./...
bash -n scripts/release-tag-bump.sh scripts/forgejo-create-release.sh
