This keeps setup-generated config usable through WARD_CONFIG_REF when the source is a local file or bundle path instead of a remote bundle ref.

  • selectConfigSource now names missing local setup paths clearly and preserves the same KDL parsing/validation path.
  • ward setup help and docs/config-source.md now show the local file-path form.
  • Tests cover successful local file resolution and missing-file failure.
