This hardens the dispatch-broker visibility test that was tripping release CI on Forgejo runners. The production path stays the same.

  • Widen TestStartHostDispatchBrokerRequestWaitsForVisibleEngineer so the fake engineer has room to appear on slower runners.
  • Keep the negative visibility tests unchanged.
  • Validation: ward exec test and pre-commit run --all-files.
