Make review-gated pull-request-and-merge issue handoffs start with the canonical PR URL while preserving a distinct reviewed-and-ready signal in the details block. Director merge, queue/status parsing, and legacy merge-ready comments all continue to work.

  • New PR-and-merge comments now start with the PR URL.
  • Reviewed-and-ready authorization is carried in structured details.
  • Legacy merge-ready comments still parse for old threads.
  • Tests and docs were updated.
