Adds internal contracts for the tracker, PR workflow, and review/profile seams so the current cmd/ward implementations can be stabilized without exposing a public API.

Adds internal/contracts with the kernel seam interfaces and shared data shapes.
Pins the current Forgejo, runner, and review implementations to those contracts with compile-time checks.
Tests: ward exec test, pre-commit run --all-files.
