This narrows the base fix to the missing reservations meta-command classification. ward agent now treats the new reservation-cache cleanup surface as a meta verb, so roster generation no longer expects a startup-role descriptor for it.

That keeps PR #1236's reservation-cache change in scope while unblocking the merged suite checks that were tripping on the new ward agent reservations surface.
