This tightens the open-PR backpressure default to the intended 6 and pins that value in the smart-defaults test so the tracked bundle cannot drift silently again.

  • Align the tracked ward-kdl smart-defaults source with the embedded runtime default.
  • Assert the baked open-PR limit stays at 6.
  • Validation: ward exec test.

Closing this PR because it only changes the default cap value and a smart-defaults test. It does not implement the core ward#1073 acceptance: broker and pre-flight refusal for net-new work above cap, branch-repair allowance above cap, or director burn-down behavior for existing PR branches. ward#1073 should stay open for a full implementation.
