closes #1194\nward.workflow: pull-request-and-merge\n\nThis updates PR-workflow issue comments to emit the canonical pull request URL on the first machine-readable line instead of the old submitted marker. The director and reaper parsers now accept the URL form, extract the PR number when needed, and keep reading legacy submitted comments on old threads.\n\n- changed PR workflow emission to use WARDED_WORKFLOW: \n- kept legacy submitted parsing for existing threads\n- updated the related docs and tests for URL emission and malformed URL rejection\n\nTests: ward exec test; ward exec vet
